I'm sure law abiding DC residents will be glad that they will finally be able to buy a gun but $125 is a high price to pay for doing the ATF regulated background check & paperwork for a gun dealer transfer. I guess a $125 gun transfer fee is the price you pay when there is only one gun dealer in town. Hopefully this will inspire a little friendly market competition.
